I didn't make it!
I just recently upgraded my computer. Not all of the specs, but this is what I have now:
Pentium 4 540 3.2Ghz Connect3D X1900XT 2GB DDR2 533 Seagate 160GB 7200RPM MSI 945P Neo3 Motherboard NZXT Classic Series Casing Now before the upgrade I had 1GB of RAM and an X800XT. With this setup I was getting around 5.7k in 3DMark05 and 1.8k in 06'. After the upgrade I'm getting around 7.3k on 05' and 4k on 06'. I've been reading some reviews on my card but almost every single reviewer has been consistantly getting 9.5k+ without overclocking. I don't know what my problem is. Could my Pentium 4 be bottlenecking my GPU that much? Would upgrading to a Core 2 Duo give me a BIG boost in performance? Any help would be appreciated, thanks!

Probably. The Core 2 Duo outperforms everything else on the market right now.
Not only that, but the Pentium 4s have the worst performance, save for Celerons, and non-Intel, or non-AMD processors.
Your Processor will be the limiting factor, but be aware that synthetic benchmarks dont really give a real indication of how well a game plays.
3D Mark 06 gives a large percentage of its score to the CPU in which case even a bottom of the range dual core processor would score higher than your P4.
Yes a Core 2 Duo would undoubtedly give you a performance boost but if the setup you have is fine, save your money till the processor starts to let you down.

Yes. The Pentium 4 processor is old and just doesn't have any edge whatsoever over the Core Duos and High end AMD processors.
I would only upgrade your system if your not getting the performance in-game that you would like, not just to raise a benchmark score.
But yes, the weakest link in your system is the P4, its still a ok processor for most things, but it gets left in the dust by comparable AMD CPU's and the new Core 2's.
