If the GTX 260 were replaced with a GTS 250 or an HD4850, then it would fit quite nicely into your budget, without sacrificing too much - they're pretty good cards, they should be able to tackle whatever games you have at a reasonable resolution and detail for quite some time.

Buying core2 this late in the game would be extremely foolish, I would get Phenom II or i7 if you're building a rig.
i7 would ramp up his budget quite a bit. More expensive processor - that's if he gets a 920, which is going EOL soon if it hasn't already, if he has to get a 950 he's fooked - expensive RAM and motherboard... stick with the Core 2 Duo.
Absolutely especially if he's going to use an Nvidia card.

Did you guys fail to notice the fact that his budget is AUD and not US? He is not going to find any of that for that cheap anywhere. gtx260 in a $600 budget isn't going to happen. or is a quad. especially if he's in Australia with their inflated prices.
And who says he would have to get a QUAD Phenom II, he could always get one of the phenom II dual cores and upgrade later if his buget lets him later on. AM3 is a better platform to build a computer on now instead of Core2 which is already dying out.

Looking at the prices on that site finding a computer for under $600 AUD is going to be amazingly hard for something decent. $200 for an okay motherboard? $400 for a phenom II? Jeeze you need to shop somewhere else.
