http://www.cyberpatrol.com/ This supposedly allows you to "Control program downloads" Although my recommendation is to disable the Internet when you are out or not let you're sister near you're PC.

Ehm.....unless you run an alternative OS, don't bitch. You feed Microsoft, don't talk out of the other side of your mouth. Switch her over to Firefox. Then get the basic extensions (Popup count, adblock, tabbrowser for yourself). Install the Luna theme, it'll look just like IE. It even changes the throbber. You can change the icon as well, just google it. There's a tool to change the NAME, even to internet explorer if you want. She won't even see the difference. Firefox doesn't support ActiveX, which is very nice in most cases, as it's used mainly as a distributor for malware. Now, I would assume you were talking about K azaa, no? Well, first off uninstall it. Run all the anti-spyware programs you want. Install K azaa Lite K++, google, you'll find it.....it blocks fake file extensions. (toonpornanimehorsebritneyfulldownloader.gif.jpg.exe) by default. Then, explain to her that she should check the file sizes before downloading. If she's too dim, well, you took the risk of having K aazaa on your computer. Maybe go legitimate?
If you're getting an alternative browser get Opera.

Peeping Tom....Can it assume the form of IE? :p
I imagine you can find a skin that some poor persons made in here http://my.opera.com/community/customize/skins/
Is it free (Open source, and beer-wise?)
I don't think its open source, but you don't have to pay in beer and it can make sites think its called Internet explorer *shudder*
Go download the trial, try the mouse gestures (very handy ;)) and integrated mail, tabulated browsing, notes, etc.
