Is the fan on it working in good condition? Nothing is in the way of the fan blades?

Did you install all of the drivers for that card once you got it set up?

What game did you try? What is the sound? Do you have the most recent drivers and the latest DirectX? Did you uninstall your drivers before installing the new card?

Yeah, we need more info. Check the fan, check the drivers, check the power cables, check your temps, and let us know what the sound is and what game your playing.

6800 ultras need 2 power connectors ( well mine does ), make sure that they are firmly pushed in and that no wires are loose, sometimes the pins can come out of the plugs

Thinking about it.

Ok i got her figured out, there were a couple settings in the bios that were fucked. But the shadowing is still off. I wonder what that could be.

Bios shadowing copies the bios to ram on boot, so it works faster, in theory. The actual difference is negligible though. I think it helps most in flash updating the bios directly from windows, so there's no mucking around with boot disks needed. Might as well leave it off unless you plan on updates.
