What are your system specs?

Can you pinpoint where the noise is coming from? (i.e the monitor itself or the innards of your PC?) It could just be a loose video cable (CRTs usually make staticky "crackling" noises when you shut them off, do you use one?) or it could be something much worse/expensive.

AMD Sempron Processor 3100+ 1.81 Ghz 512 RAM ATI Radeon 9250 Stealth On a Samtron Monitor 76DF

I've listened closely when it happens and I'm pretty sure the sound is coming from the monitor

Sounds to me like the monitor is going out. When is the last time you updated the drivers though?

Hardware doesn't make sizzling noises. (Apart from the PSU)

It is your CRT, dying.

Dude, turn off your monitor. Is that the same noise? If so, your monitor is losing signal and going into sleep mode.
