I have been having some serious problems with my gfx card, i think i found the solution, but all websites refer to a SMARTGARD tab in the Catalyst Control Center, it's supposed to look like this:aticatalyst_turnoffvpucrecover.gif THe problem is that my version of Catalyst (6,3) has everything but that tab... If anyone knows what to do, in order for it to show up please tell me.

That tool just basically resets the speeds and settings of your cards to stock. Just in case you screw up overclocking.

would reinstalling windows fix this?

No, reinstalling windows would do nothing with your video card drivers, you could try downloading the latest drivers from ATI and installing them though. Also your pic of what you have don't seem to be working....

well, i just realised that i had the MSI version of the card so i was downloading completely wrong drivers, so I unistalled those and downloaded, the new drivers from the MSI website labeled as Your System OSDisc_Black.gif:void(window.open('/program/support/download/dld/spt_dld_file_record.php?folder=2&kind=2&name=ATIv8.17_64bitXP.zip','open','width=550,height=250,scrollbars=yes,resizable=no'))"">WinXP 64-bit(77111KB)Disc_Black.gif:void(window.open('/program/support/download/dld/spt_dld_file_record.php?folder=2&kind=2&name=ATIv8.17_XP2K.zip','open','width=550,height=250,scrollbars=yes,resizable=no'))"">2000/XP(65346KB) I picked the 2000/XP drivers. So my games are still not working, and i still get the error, and this is what my Catalyst looks like, im so frustrated, and im not willing to play around with my BIOS because all i know about them is that i dont know enough not to screw up my computer.
