i really dont think its about the IP. A firewall is a common problem though. you might have to disable a firewall. The following instructions are if you have a router. go to start>run>"cmd">"ipconfig" write down the Default Gateway and type it in your web browser.(you need to type in username and password. i dont know where to get that info) that should bring up the firwall controlls. Then go to "Forwarding" and type in the ports you need to forward. Hope i helped.

so u did the above and its not b/c of ur firewall? its possible its because of your Internet Provider doesnt allow creation of servers.

Well, WarHawk is still correct, your IP would not keep you from creating a server. Your IP only identifies your comp to the rest of the www. Your ISP could be blocking you from creating a server, but I doubt this. An ISP can usually identifiy the difference between someone trying to start a game server, and a website server. The problem is most likely still in your firewall or if you use one a router/gateway. Also any update you may have made to windows, network card drivers, installing SP2 may be causing the block. Have you installed SP2 or other windows updates or installed newer NIC drivers in the time frame you mentioned above?
