At some point last evening/early this morning the power in my neighborhood went out and was gone for roughly 1-2 hours. Upon the power coming back up my brother attempted to restart his computer. The computer will go all the way to the Windows XP loading screen and then he'll get nothing but a black screen. Since that time I've attempted to get his OS back to LKGC (Last Known Good Configuration) without any success. However his computer will actually show images when its either loading through POST or loading into safe mode. My thoughts are that the OS needs to be reinstalled but I'd like to see if anyone else has any other suggestions that might fix the problem before moving onto a complete reinstall.
It does sound like a file importaint to Windows was damaged/corrupted when the power went out. It does not sound like a hardware problem.

Exactly what I was thinking as well. At this juncture the only idea I've got left to fix it is to format and reinstall the OS unless someone can think of another way to fix it.

Indeed I have and have eliminated that as the cause since I get the splash screen upon turning on the computer, and can see everything in safe mode. I can also see the loading screen for XP when trying to boot it up normally but immediately after the splash screen when it should display the desktop its displaying nothing but a black screen instead.
