OK so i saw this thing called a Vista OEM System Builder Pack and i read up on it abit and it says its for people who are putting it on a computer to sell can i use this and just put it on my computer and keep it ??

In theory, but why would you want to? That's the kind of thing that M$ sells to OEMs to build machines on. No manuals, fancy packaging or possibly even proper install media.

Just buy a normal copy. Go OEM if possible.

Yes, even though it's supposed to be for "system builders" only. However the license will be tied to that computer once installation will have been validated, i.e. you won't be able to activate it again on another computer, even if your previous one gets destroyed.

sounds fine but as long as i use the same harddrive all my life ill still have it right

Hmm no, the hard disk drive is not the only thing it checks, the motherboard is important for it too.
