TV-out is the ability to use your computer on a different screen, such as a TV. TV-in is the ability to record TV images to your computer.

I have a tuner on my videocard, its debatable how usefull it is to see TV on your computer :P

but its cool and you can record it and its in my room so when i wanna watch tv and people are watching stupid shows i can watch mah win tv

Yeah its pretty cool, and you can record stuff with a timer. Also there are more ways to adjust signals and get picture-perfect view on a PC.

TV-IN doesn't mean that you can record tings. it only means that you can use your computer as a TV. i have an old Win TV card and i can't use it to record. I think it's good to have the card, especially when work is done on the computer. you can literally have the TV on in the background and with one click you can bring it up front.
