hello, i was jsut wondering when a video card has x2 6 pin power connectors on it, do you need to plug in x2 6pins to power it ? planned on getting a gtx 260 and it has x2 6 pin on the one i saw. so youd need x2 12v rails to power it with psu cables ?

You'll need the two 6 pins yes, but you don't need two 12volt rails. Aslong as your combined, or total +12v rating is enough to power the card, and CPU then your fine. 260 doesn't use that much, I believe 30 is enough.

I'd try and use the two connectors from the same rail if you can; provides slightly cleaner power.
