thanks to the people who replied to me via email. i have narrowed it to my sound card. I have a turtle beach santa cruz sound card and it has been causing lag on bf1942 and all my other games and my computer overall. I have updated the drivers and the game lags really bad when any form of sound occurs but when i am in an area with no action my fps skyrockets. Is anybody else having this problem. I have heard rumors of non Creative companies having driver issues like this is this true. Any help would be grealy appreciated.

Hi two_one,

Some creative cards also had the same issues till updated drivers were released. One thing that worked for some ppl was to go into DXDIAG and disable hardware accelerated sounds, but I don't know if that will work for you, but I supppose it's worth trying before buying new sound card.
