I'm too cool to Post

I've got a Win2k, PIII 1Ghz, 256M machine that I'm using to run a dedicated server on over my cable connection.
I'm not hosting that many people (6 to 8 seems appropriate), so the bottleneck becomes bandwidth.
The major cause of lag seems to be people with slow connections trying to connect. My question is, how do I identify these people? Everyone's ping goes to heck, so it's hard to tell whose fault it is.
I'm local, so I won't know about lag unless someone tells me or I happen to check. (I don't think I can do anything about this).
Is there some way I can prevent people with slow connections from connecting, or at least identify them for easy kicking?
now i will never sleep again
