How do I get different enchantments on my weapons. I go to the altar of enchanting, but there are only a few things there.

thats cause the enchantment effects are bound to the spells you know, and the amount of gold you have (i think) well thats the way it was done in morrowind, idk in oblivion since i havn't played a mage yet

You need a soul gem that has a soul in it, go to the alter and select the gem and item you want to enchant, and as the post -Þënümbra- says: "the enchantment effects are bound to the spells you know".

uh...... the soul level just is the amount of the charge. or something. the actual effects are based on the spells you know (if u want fire damage, you would have to know a fire damage spell, etc.)

oh, ok. so if I wan't to have a ring that gives me water breathing, I would have to know a spell that gives me water breathing for X secconds. That comes in handy then, when you are Arch Mage, because you can make a spell that lasts for a seccond and then enchant something permenantly.

no the time that the spell lasts is obselete for enchanting, You can have water breathing spell for ten seconds but you can enchant it to be like 100 seconds, may be costly though
