You can buy a house in all of the major cities. The shack in the Imperial City Waterfront is the cheapest, I think, whereas the manor in Skingrad is the most expensive (25,000 septims if I recall). In most cities, speak to the Count/Countess about buying a house in their city. I personally recommend that you look into the house in Anvil -- it's a decent size, it's a bargain at only 5,000 septims, and after you've done some stuff in it, it comes with free furniture (furnishing a house in Oblivion is often more expensive than the house itself, for some reason). You can't buy it from the Anvil Countess as normal, so you'll have to ask around for a bit to learn more about it -- start in the taverns. But it's worth it. Make sure you sleep there for at least one night when you have it!

You can store items in your home. You can either drop them and leave them lying around, or you can put them into a cupboard or something -- either way, so long as it is your legally-owned house, they will be safe. I store a full set of each kind of armour I find in my Skingrad house, as well as ingredients, clothes and books upstairs. You'll be thankful for it -- I know that sometimes you don't want to sell some things, but you have to make room in your inventory. A house is the answer!

And yes, you can learn new spells. There are shops which sell them. Look around the Imperial City Market District for a shop that sells some quite cheap ones (read the signs above each shop to see what they sell!).

You buy furniture from the local general store. When you buy a house it forms kind of like a mini-quest -- once you have bought it, the quest tells you to visit your house. You go inside and it then tells you to buy furniture for it, and should tell you where to go. For examine in Skingrad, you must buy the furniture from Colovian Traders. You can't buy furniture for it from any other city, only that shop. The same goes for the other homes -- you must get furniture for each one from the local general store.

It should be noted that you don't position the furniture yourself -- you buy them in 'packs' (i.e. bedroom furniture), and they are automatically placed in your home.

I've found that the most useful house that I have obtained was a house I downloaded. Its located in the Talos plaza district in Imperial City and it contains a lot of storage and display cases. I use it all the time, more than any other house i bought in the game. This is probably the most efficient and convenient house that I have obtained.

Here is the download link.
