Death threats are torture.
Not really. I'm not advocating anything really severe though. The worst we ought to do to them is maybe rip a few teeth out and cut off a finger or two. To quote Mr. White in Reservoir Dogs, "If you wanna know something and he won't tell you, cut off one of his fingers. The little one. Then tell him his thumb is next. After that, he'll tell you if he wears ladies' underwear."
It is a really good decision. But alot of times when dealing with terrorists and such the type of information you want to get out of them would be that wich would actually save people.. And in that case it seems like it would almost be necessary to.. persuade.. them.

You're advocating torture. Torture is a crime against humanity. If you commit that, what makes you better than a terrorist?
That he's not actively walking out of his house and blowing shit up or capturing people and torturing them? I realize that question was involved mindset more than anything, but the question is still vague.
I could go on a rant about crimes against humanity and human biases, I'm just lazy.

While it's good that there is some recognition of this problem, and this is a small step towards rectifying that, that torture has existed is not acceptable.
Bush did something right, nice change. I'll add to my list with both of the other things he did right.
Why would you encourage torture? It's terrorism in itself. Even one Iraqi being tortured is unacceptable.
Torture is definately one of the worst things that can happen. I know war is terrible and all that, but torture crosses a line with me.
