Moving weapons is a big money maker. The only way to stop this is to make it unprofitable to sell weapons to terrorists.

You can pay people enough to risk their lives easily enough. Either find people who don't have great lives or offer a great deal of money. Let's face it you can do both of those in that sort of place without much bother.

Oddly enough, the majority of revolutionaries have perfectly fine lives. All of the 9/11 hijackers were Middle Class people, who probably had decent incomes and living conditions back home. Same goes for other movements, like communism. The radicals in those wars were far from living in poverty.

True, although poverty and low levels of education undoubtedly facilitate the spread of extremism, some societies, for different reasons, have such warped mentalities that even the educated middle or upper class is susceptible to extremist, violent ideas. Parts of Pakistan are a good example for this, as is Saudi Arabia.
