Quantum physics provides us with a way to predict the location and motion of particles as a probability equation but it doesn't necessarily tell us that the particle could be somewhere other than where it really is. It's just a way for us to take a guess at where the particle really is based upon our limited data set. Saying that the forth dimension is time is a bit of a stretch and from that point on it just gets more difficult to justify.

While this video is no doubt very interesting, it's also just an idea some guy had. This is not how the additional 7 (that's right, according to the latest M-theory there are 11 dimensions, not 10) are viewed by string theorists. The most common explanation of why we can only see 4 dimensions, is that the other dimensions are incredibly compact. Imagine a garden hose. From far away it looks like just a line (1 dimension), but if you stand next to it you will notice it actually has 3 dimensions.

Also realise that the string theories are completely mathematical, there is no physical evidence of any kind to suggest the existence of strings. (Though this doesn't mean it's not a good theory, it only means are equipment isn't refined enough.)
