That really only applies to the US and a few other countries. Most of the countries that have nuclear capability are nowhere near the level of efficiency that we have. (they're also the countries most likely to use them, go figure).

But we justify it as a matter of international security. The piracy is affecting any ship, any country. Declare the pirates international criminals, so you depersonalize the US involvement. Then, you say you are acting in accordance with international interests.
