There are objective characteristics that all modern civil wars share. Harvard public policy professor Monica Toft lists six criteria. Hint: Iraq meets all of them. By Monica Duffy Toft monica_toft@harvard.edu There are six criteria for considering a conflict a civil war. Q. Is the focus of the war control over which group governs the political unit? Q. Are there at least two groups of organized combatants? Q. Is the state one of the combatants? Q. Are there at least 1,000 battle deaths per year on average? Q. Is the ratio of total deaths at least 95 percent to 5 percent? In other words, has the stronger side suffered at least 5 percent of the casualties? Q. Is the war occurring within the boundaries of an internationally recognized state or entity?

Not that this should suprise anyone. Us crazy liberals have been saying this for a while now. Bush's war is an epic failure, and this War on Terror has essentially only succeeded in giving terrorist groups a new country.

A war on terror was necessary, but the way it has been executed is completely wrong.

No argument from me, I think Bush is a idiot and the Generals were right to criticize and demand Rumsfeld's resignation.

Bush should be impeached as well for falsifying data, lying to the American people, needlessly endangering US military lives, violating International law and invading a country under flase pretenes.

I dont disagree with invading Iraq, I think Bush rushed in instead of letting the UN finish its inspections, and I think the prosecution of the war has been the biggest fustercluck since Vietnam.

Bush went off of the same info as 60+ other countries around the world, i guess they were all wrong about the same thing, at the same time...

The UN inspections wouldnt have done crap and you know it. Saddam wouldnt have followed any rules laid down by them anyways. You should know by now you CANNOT count on the UN to get anything done

S.T.A.L.K.E.R.Bush went off of the same info as 60+ other countries around the world, i guess they were all wrong about the same thing, at the same time...
What if those 60+ countries relied on the intelligence information of just two or three countries? I don't think that each country's intelligence services made independent research work...

Besides, how about the best intelligence information source, the UN inspection committee itself with Hans Blix?

You should know by now you CANNOT count on the UN to get anything done

Don't count the UN to do "anything" if you don't do "anything" for it from your part.

Don't be so blue-eyed.

WMD's? Declaring that the war was over 3 years ago? Then changing the objective of the war?

Get out of fantasy land.

Master of RealityWMD's? Declaring that the war was over 3 years ago? Then changing the objective of the war?

Get out of fantasy land.

WMD's? How did he lie about that? Because he said they were there and it turned out that they weren't? (though this is disputed, they actually have found some WMD's)

Even if there weren't any WMD's, they believed they were there. In order for it to be a lie they had to know at the time that what they were saying wasn't true, and you can't prove that. If you are going to say that they lied about WMD's then the onus is on you to prove that they new before hand that Iraq had no WMD's.

"Declaring that the war was over 3 years ago?"

How is that a lie either? They were right, the war ended. Did WW2 not end in 1945 because there was continued insurgency afterwards?
