Sims 2 Crash w/ ati3duag.dll error -1 reply

I just installed The Sims 2 plus the University expansion pack, and I've got crashes all over the place. Originally it was just when I tried to exit, but after uninstalling and reinstalling both games, it now crashes when I try to build people. The blue screen of death always reads that the crash has something to do with the file ati3duag.dll. I've read up on this file and it seems to be a common problem people have with ATI cards, but none of the fixes apply to me. I have the latest version of DirectX and everything has been accelerated/turned on/supported. My video card is an ATI Mobility Radeon X1400 with 256mb of memory. My computer is brand new, with 2046mb of ram, so I know I have what it takes to run this game. Does anyone have any ideas on what to do to make the crashing stop?

The big thing with sims is registry I have found. Find a decent scanner/cleaner and try that, run it and let it clean, then try to play the game, if that dont fix it, then I am not sure.
