He's a physician that was genetically engineered to be highly intelligent by his parents, hence the egotism. He's also an idealist, what most people refer to as naivete. There is nothing inherently wrong with idealism, it's just too many people are cynical (for good reason), or greedy (the reason for cynicism).

Consider DS9 itself. It is intended to serve as a trade and diplomacy hub for various alien races. However, you have various extremist elements that want to keep the war between the Bajorans and Cardassians going. The Maquis don't want to lose their homes to the Cardassians, and the Cardassians are brutal as fuck.

Consider also the fact that the UFP and Starfleet were written to be overly optimistic organizations that don't jive with reality. They are, in fact, organizations that are so detached from reality that some writers eventually had to invent (and retcon in) a previously non-existent organization that does nothing more than manipulate everything behind the scenes in order to maintain "Starfleet interests."

Combine that with the "space magitech" that is so cool and useful that they actually have to invent reasons why the shit doesn't work in each episode, and you come to realize that Star Trek is about as overrated as Star Wars.

So, yeah, Bashir is a naïve idealist and egotist, but he's a product of the very fictional environment in which he exists.
