Would it be "Anstatt alle dass"?

Nope, it would be "Anstelle dessen" (Instead of that)

or

"Anstelle all dessen" (Instead of all) (not entirely sure about this one though.)

Sort of. I grew up bilingual with German and English. I am, in fact, British and German at the same time.

It's hard to describe...I have the German accent from Nortrhine-westphalia and a British accent from the region around Suffolk.
