It looks like valve to me.

edit: you know, a faucet. Look at the left (bottom) and facing side.

It's a silenced, un-scoped concealed 13mm hand/shoulder/hat gun with switchable barrel for corner-shot abilities... I see it also has a screw cap and adjustable centrifugoloptemometer for thermical dedviation in the tripolardimentional area.

It's clearly, as Museum said, from the 1820's, maybe 1840's, but it's deffinetly from the Silberian era.
