The garage sections were to build stuff like the POW truck from the detention centre, might've been sum sort of propaganda truck from the propaganda centre.
The POW logic was disabled before the game was released, though Deezire is working hard to get it back in the game (he knows how it used to all work as he has close ties with westwood/EA).
