Can Blender be used to make playermodles, vehicles, weapons, and static meshes?

Static meshes, I believe so. You can export it as .lwo format and import it to UnrealEd's browser.

Skeletal/animated meshes (players, vehicles, guns) I'm not so sure on. There was a beta PSK exporter in the works, but I can't seem to find it. Search around?
