There is a Monkey Matrix mutator that may do that and more. I have it but I have not played UT2K4 in months so I forgot if it is what you want but I can see. I would go to UT200x files or somewhere else and get it there (search the net if you can't find it) but I am sure that you will find it in the UT200x website. I think it uses your adrenaline for bullet time, but you can set the mod such that you get so much adrenaline per second, so you can set that rate real high to get alot of adrenaline. You can also set the amount of adrenaline you need to do bullet time and other stuff, so you can set that amount to 1 and the adrenaline/sec rate to maz and have fun. You can also turn bullet time off w/o running out of adrenaline (I believe). Anyway, download it and see for yourself. If it is not what you want, or you still want to make your own, then maybe I can see who can help you.

Well, that mod just wouldn't work online (slowing time down for you but just appearing to move quickly to other people), but you can achieve the effect in a single-player game by bringing down the console (default key is '@) and typing slomo 0.4 or a similar number between 0.1 and 1.0. This slows the gamespeed down, 1.0 being default gamespeed. Bots behave the same regardless of gamespeed, so this basically does achieve the desired effect precisely. Make sure you include the decimal point- slomo 04 or slomo 4 will make the game run at four times average speed. Unpleasant...:D I could have sworn Monkey Matrix had some kind of bullet time feature though, maybe you're doing something wrong. Mod-making is *very* advanced, unlike cobbling together a map which just takes a shedload of patience, but if you're serious then udn.epicgames.com should be able to help you (I've never actually looked there properly myself).
