I have a game that runs on the old UT engine and I have the same problem with it as I have with UT it self. The game is to fast/slow, and the gameplay speed has not been changed (still 100). Also the sound does interrupt.
I tried to look for a patch (non found) and I also played with the settings, didn't make it any better.
Is it Tactical Ops? Being more specific would be helpful, as the engine could be UT99, but 2k3 as well... :p

No, the game is a Star Trek game. Deep Space Nine: The Fallen. I wanted to try out the Convergence Modification.
Here is the information how to fix it (that worked for me):
ENGINE ISSUE - SPEED AND SOUND PROBLEMS If the game-speed is to slow/fast use the following additional command in the shortcut to the game or Mod: -CPUSPEED=2110
Please replace 2110 with the real Frequency of your CPU.
This is how it could look for the mod: "C:\games\The Fallen\DS9TheFallen\system\DS9.exe" CNV_Title -CPUSPEED=2110
This is how it could look for the game it self: "C:\games\The Fallen\DS9TheFallen\system\DS9.exe" -CPUSPEED=2110
If the game is still not working correctly you need to disable "Step speed" for Intel and "Cool 'n' Quiet" for AMD CPUs.
This fix also works for Unreal Tournament(aka UT aka UT99), if you don't use the latest patch.

The gameplay is strange but the story and the Level Design are superior. If it would have been a real 1st person shooter it would have been a great success. But it comes as a 3rd person action adventure, thats probably a reason why it never became popular.
