When I build a single-player scenario, the supposed-to-be-cumputer-controlled other civilisations stay idle. I know there's a selection you can make for control- 'human', 'unavailable' or 'CPU'- which do I use so that my enemies will work to be more than pushovers?

you need to not only set this to CPU, but you need to click the AI button in Player Data for your player, and select an AI, normally AoMDefaultAI.xs - or you can trigger your enemy villagers working and create armies for them, then trigger those armies to move, if you want.

Hey. Why don't any of the other AIs work? Only the normal one does in mine.

yeah that happened to me a while ago too... ask NeoSoft he's the uber-Scripter
