Always funny to see people think they can run a server just because they have a high end system :)
Indeed, your connection is the main gripe since all players who connect to your server will mean upload to your system. 64 is a lot and you need a damn good connection to handle that many people.
Only connection that could actually run a 64 player game would be a T3. I highly doubt a T1 could even run a 64 player game. Cable/Dsl has trouble running a 24 player game.
Give it more ram, but you're worrying about the wrong thing- Hell, I doublt the dual CPU makes a difference at all (most games don't take advantage of more than one CPU other than a patched Quake3). You need to worry about the connection, just like everyone else here says, you need at least a T3 (45Mbit) to run a decent server. If you notice on the server list in the game, most of the 32+ player servers are hosted on T3 or OC3 or higher and even some of them has poor pings.
Also I think running the game as dedicated helps keep the ping times lower to other players compared to running a client/server on the same machine would.
