Ok I have some pointers.Say if you want to cut something out of a photo.Say we whanted to cut out the guy holding the sniper rifle out of this pic from road to rome.

rtrscreen1.jpg

Go to photoshop and open the picture. Use the Eracer tool to cut him out you whould outline him like so. With the eracer tool. Zoom in useing the zoom tool to get a closer look. After you are done that it should look something like this. rtrscreen12.gif

p.s bad cut out

After that you would erace every thing around him.It should look something like this.

rtrscreen123.gif

When you are done seting the size of the pic and everything is good save it.

Now you want to put that pic on somthing else you would go click on File in the top left coner click it.And there should say something like place.Click it and your pictures would come up find the one you cut out it.Put the pic any were you want. And thats it!

There all alot of ways of cutting stuff out but this is the way I do it and it works for me.

making an image smaller: Image - Image size cutting out part of an image: can be done like the guy said, and you just need to get accurate :) you think life is easy don`t ya? lol or go to Filter - Extract same kind of work to extract, only you have some more options and automatically have a transparent background..
