From the Readme:

This fix also allows you to upgrade the Dominion's ship systems, no you don't need any latinum! The icons for the shield disruptor is now correct. I have eliminated the need for latinum to build planetary shields I have been able to fix the sound problem Now you can use the Dominion in Early tech games, no super weapons games and no science ship games. The Dominion also mines faster and produces crew faster (thats why the Dominion Comp wouldn't do anything, it was trying to build breen destroyers that need 350 crew....) The Dominion Build list has also been changed

Note that this patch has all the changes for the first Patch, so you don't have to download the first to be able to use this one.

Hopefully all you people who had trouble with this excellent mod will be able to play it now :)

Hi all, ok this is a Fix so that you can actually play my MOD.... 
just unzip the contence of this zip file into your Armada 2 directory.
Im not sure it is required but i recommend that you install the 1.1 patch
before installing my Dominion MOD and this fix...
