Allows phasers to miss. It's based on chance, as is the distance it misses by. I can miss the whole ship, or just the system you're targeting and still hit the ship. This works for the player only.

If the mutator is turned on, this effects all player phasers (im sorry, try as hard as i did i couldnt get it working for Computer ships, so dont go on about it and ask for it. If i have time i'll try, but i doubt its even possible with how the AI works). There are a few factors which make it more or less accurate; distance, how much the ship is maneuvering and ship size.
