I have absolutely no idea what this does, except that (I think) it gives server admins more options for customizing the mortars in CoD2 (such as the mortars added in the Additional War Effects mod). Whatever the case, the ReadMe has plenty of information and instructions, so I'm sure you savvy server admins will be able to figure it out anyway. :P With that in mind, check out the ReadMe below, and increase the customization of your game! ;)

EDIT: We've been told that this is just a guideline to tweak mortar settings in your game and not actually a standalone mod.

themselves!!  This file aids in the Tweaking of Ambient Mortars that Server 
Admins are using for thier Servers!  Please use this file as a Guide or 
Outline, to tweaking your Mortars on your Server.  AGAIN, THIS FILE 
(mortar.cfg) DOES NOT RUN MORTARS BY JUST USING THE MORTAR.CFG FILE, YOU 
HAVE TO USE THESE SETTINGS WITH A MOD THAT IS ALREADY USING MORTARS!!

What is it?

Some people don't understand that you can use Separate Mortar settings for 
each map, and for each individual gametype.
I've included a file called Mortar.cfg.  This file controls all the settings 
for Mortars.
I wanted to add this file because AWE didn't include additional Settings for 
Maps and Gametypes to use with Ambient Mortars.
I also Explain how to change the amount of Mortars that fall and the Min. 
and Max. Mortar Delay between Mortar Drops.

You can either copy and paste the settings from mortar.cfg into your awe.cfg 
OR you can have your Server.cfg CALL this file.
Example:  exec mortar.cfg

I thought the max of 10 Mortars was too little for some maps, and having to 
deal with Campers and idiots out there, maybe the Mortars could take care of 
them eventually.

By tweaking the Min. and Max Delay mixed with the Amount of Mortars dropped 
on individual maps, you can get a nice array of Steady Mortar Drops.

NOTE!!  All Mortar Settings can be used with all Maps and even Private 
Developer Maps.

This file mortar.cfg uses 1-70 Mortars, with a Min. Delay of 5 Seconds to 
600 seconds.
You can tweak it to your own Settings if you choose.

Seconds to Minutes

  60 = 1 min.		360 = 6 min.
120 = 2 min.		420 = 7 min.
180 = 3 min.		480 = 8 min.
240 = 4 min.		540 = 9 min.
300 = 5 min.		600 = 10 min.
