Civ4 Save/Scenario/Map Editor

This program currently functions to load and save Civ4WorldBuilderSave files and also to create brand new ones from scratch. It is intended to provide complete editing of all aspects of the file although the current version lacks support for editing individual plot features like the units and city contained inside although that will be supported soon.
