Install 
Campaigns_Underworld_GC.xml
to
C:\Program Files\LucasArts\Star Wars Empire at War Forces of Corruption\Data\XML\Campaigns_Underworld_GC.xml
You may have to create the XML folder

This mod replaces the Equal Footing map with a new version where each
faction only starts with 1 planet.

Tested on Hard difficulty.

-Uninstall Instructions-

Delete
C:\Program Files\LucasArts\Star Wars Empire at War Forces of Corruption\Data\XML\Campaigns_Underworld_GC.xml
