While there's nothing official on this just yet, data miners have dug around into the latest updates for Mortal Kombat XI and found the possibility of 11 new characters coming to the game at some point down the line.
The dataminer in question, thethiny, found that the game contains a total of 42 character slots available in the game code, which, as of now, 11 are still empty. While there's no guarantee all 11 of these slots will be used, thethiny explained that Mortal Kombat X also had similar slots which were all eventually used.
The total number of Character slots in MK11 is 42. In MKX, all the slots were predetermined since launch, and all of them were occupied down the road. (Cells start at Cell_0, so Cell_41 is Cell # 42). pic.twitter.com/MyJjIvX3SL

One of these possible characters could be Ash from the Evil Dead, according to recent leaks. As for what the 11 other characters could be, well, only time will tell.
There is the Aftermath Kollection coming for the game, which could add further characters too, or there could be a further character packs due to be released. With the game's first birthday due very soon, on the 23rd of April, we don't expect to be waiting long to find out, though.
