Fans of the series will be excited to learn Ubisoft's CEO Yves Guillemot has gone on the record to state that the company has plans for Splinter Cell, although he stopped short of confirming what those plans look like, for now.

Speaking on IGN's podcast, he discussed how Splinter Cell was a big gamble that ultimately did good for Ubisoft, especially as it skipped PS2 and went exclusively to Xbox. When asked why the series hadn't seen any new titles for some time, the reveal is made;

He stated that the company has to be careful not to do something the fans would resent, but at the same time, they must do something different enough from what went before.

When you create a game, you have to make sure you come with something different enough from what you did before. There will be those who say don’t change this, don’t do that. Now, there are some people looking at, ah, the brand, taking care of the brand. So at some point, you will see something. I can’t say more than that.

So it seems likely something will be coming, some day, but don't expect anything soon.
