This would actually be a cool skin if he hasn't somehow screwed up the face. Apparently the filter he used didn't mesh well with the helmet texture. Other than that, it almost looks neat. It has almost a cartoonish quality to it.
That said, filters are not the way to go because, as you can see, they aren't always guaranteed to work well. The best thing to do is start learning to skin by hand. That way you can use a combination of filters and, when necessary, manual skinning (for instance on the helmet). A shader would also look nice on this skin, even if it were just a specular shader (or a cell-shaded shader would match the style). Overall it's a good idea, but needs some work. For an early skin it's not bad. Definitely keep up the work, and learn some more skinning techniques and your skills will be ace in no time.
