I'll open with a phrase said by Almighty Gir, our resident Final Fantasy expert, the last time someone intended to reskin Jan as Tifa (and this is a direct, unmodified quote from the forums):

And believe me, he wasn't joking. This skin is an.... interesting take on Tifa. And that's the only even remotely positive thing I can say without my nose growing. I'm sorry, but... honestly, look at the screenshots.
Basically, this skin is Jan, colored in black and beige, with grey hair. For a start, skinning flesh over clothing is extremely unrealistic, unless the skinner has a lot of experience and can make it work well. Second, Tifa does not have grey hair. Third, the face is so disfigured and inhuman, it almost made me feel sick. Everything on this skin is a paintbucket job, and there are no shaders to at least *try* to make it look better.
The author could have at the very least used GIMP, which is a free image editor and is far more powerful than MS Paint. Finding some good graphics or skinning tutorials would be a good idea too - check the Master Sticky for tutorials. And as a ground rule, Jan can not be reskinned into Tifa, no matter how good the skinner. The only way to skin Tifa, is on a model which is has at least a rough resemblance to her. And that's not Jan.
There's no extras such as bot support or NPC support included. I don't know about team skins, I didn't even want to check after seeing the default.
I'm going to stop there, because I can't find anything positive or constructive to add, and I can feel the Final Fantasy zealot in me rising to the surface - that's never a good sign.
I can't recommend this skin, and I can't even think of a scenario where anyone would ever want to download it. But the link is there, as always.
