a small patch to fix some bugs on the huds. takes the dll to 1.1.8. gm_version cmd

extract to militia 1.7 install folder, overwrite existing files

FIXES :

low/high quality config files. if started from destop/startmenu shortcuts main menu/create server/advanced options +ban list hud team color changes for health/armour bars flag taken/drop info !/? icons not switching for team flags
