Install: Extract the Gamedata folder to your Stalker main directory.

Most main merchants now have a chance to sell random artifacts. The chance that a merchant 
will have a particular artifact at any given time is based on the artifact's rarity. The merchants sell 
the artifacts for 10x normal value when you have neutral standing with the merchant, and 7.5x normal 
value if you have friendly standing with the merchant. I assigned a tier to each artifact based on usefulness.
The merchants will sell certain tiers of artifacts at certain expansion levels (such as Freedom starting out,
then another expansion level when you kill the commendant, then another when you join freedom, and the final
expansion level when you defeat Duty.

For most merchants, tier 1 is sold from the beginning. Tier 2 is sold at expansion level 1, tier 3 is
sold at expansion level 2, and tier 4 is sold at expansion level 3. For example: Tier 1 is available
right away. Tier 2 is available after killing the commondant, tier 3 is available if you help kill the
mercenaries, and tier 4 is available when you join Freedom. I decided to make this available during this
stage and not after you defeat duty so that if you wanted, you could use the tier 4 artifacts in Factional
Warfare. However, they are only available after joining a faction.

The exception to this is Sakharov, who will sell you all artifacts regardless. He doesn't have expansion levels
so rather than skip him, he simply sells them all. Since his inventory doesn't change after you stabilize the
brain-panner, I wasn't able to make completing that part a requirement to purchasing artifacts from him.

Sidorovich will only sell up to tier 2. The Cordon stalkers will only sell up to Tier 2. If you want better
artifacts from the Stalkers, you'll have to hit up the Stalker base in Agroprom.
