Spectre Ring Fix

Like the other 'mod', Councillor's Hood Fix, this is basically a simple fix to the problem of the Spectre Ring item, which is supposed to be sold by Hamlof Red-Tooth of Red Diamon Jewellry in the Imperial City, but which was incorrectly labeled as belonging to a horse merchant not even existing in the game. This mod simply relabels the ownership of the container containing the item to belong to Hamlof, thus enabling him to sell it.
